Taguig City, ImagineLaw Forge Partnership to Prevent Alcohol Harms
The City Government of Taguig formally signed a Memorandum of Understanding (MOU) with ImagineLaw on May 12, 2026, signaling a major step toward strengthening public health policies and reducing alcohol-related harms in the city.
The partnership underscores the city’s commitment to evidence-based governance and preventative healthcare, particularly in addressing the growing impact of alcohol consumption on Filipino youth and communities. Additionally, the collaboration aims to support the development of an Alcohol Harms Prevention Ordinance that will promote healthier lifestyles, improve public awareness, and protect vulnerable sectors from the effects of alcohol consumption.
Addressing a Growing Public Health Concern
During the signing, both parties highlighted alarming national and global data on alcohol-related harm.
Taguig City Health Officer Dra. Susana Amiscua emphasized the link between alcohol consumption and harm to oneself and others. “Alcohol use is linked not only to diseases and death, but also to social, economic, and community harms.”
Mayor Lani Cayetano added the reality of the increasing rate of alcohol consumption. “Across many communities, alcohol related harm continues to affect families, workplaces, schools, and even public spaces,” she stated in her message. “We see its impact on road safety, on violence and injury prevention, on the health of individuals, and on the future of young people who deserve a safe environment where they can grow and thrive.”
Both reinforce the urgent need for stronger local policies, health promotion, regulation, and community-based interventions, ushering the signing of the MOU.

The MOU signing reflects the shared commitment of Taguig City and ImagineLaw to create safer and healthier communities through best-practice public health policies.
ImagineLaw Executive Director Atty. Sophia San Luis emphasized that this partnership comes at a critical time.
“Local governments are uniquely positioned to shape healthier communities through strong policies, effective programs, and proper enforcement,” said Atty. San Luis. “We thank the city for taking this crucial step in protecting its communities and for its openness to collaboration and innovation in public health governance.”
Officials expressed hope that the collaboration will pave the way for stronger local measures that reduce alcohol-related harm, protect the youth, and encourage healthier choices among residents.
