Valenzuela City and ImagineLaw Collaborate to Refine Alcohol Harms Prevention Policy

The City Government of Valenzuela, in partnership with ImagineLaw, brought together representatives from different key offices such as the city’s Health and Legal Offices, the Business Permit and Licensing Office, the Public Order and Safety Office, and the local Philippine National Police for a policy writeshop on September 14, 2026 to advance local efforts toward preventing alcohol-related harms.

Providing an opportunity to closely examine the proposed ordinance, participants considered how each of its provisions can be adapted to the city’s specific needs and circumstances through collaborative discussions and policy co-design exercises. Participants also shared insights from their respective offices and experiences, helping identify possible approaches for implementing and enforcing the proposed measure. Additionally, the activity also surfaced key considerations and recommendations that will guide the succeeding stages of the ordinance development process.

Councilor Niña Lopez emphasized the important role of the participating offices in ensuring the sustained implementation of the ordinance, noting that they will be responsible for enforcing its provisions and carrying the policy forward even beyond the terms of the current council.

The writeshop reflects the continuing collaboration between ImagineLaw and Valenzuela City in developing locally-responsive, evidence-based policies that address alcohol-related harms and contribute to healthier and safer communities.
